The caption on the back reads:

Title: Originator of Popular "Barney Google" Comic Sails for Europe.

William DeBeck, originator of the famous "Barney Google" comic, with Rudolph Block, head of the International Comic Art Dep't, photographed aboard the Rotterdam, on which they sailed for Europe today, April 9th.

I cleaned up the punctuation just a hair. Otherwise, the text is exact. There's no date on the piece, but it looks to be late 1920s or so.
