Is it? I matched those initials in the bottom right with signatures I found on other Tim Sale autos and cards from this set. What makes you think Blevins?
Well I don't know what else to say than it is both his art and his signature ;)
If you pull up an image of Blevins 1993 Marvel Masterpieces Rhino the "B" at the start of his last name matches the "B" in this Dark Phoenix art.
