It has the name Morgothal written on it. Ian Miller was an illustrator (along with Larry MacDougal) of some of Christopher Paolini's Eragon stuff where Morgothal is god of fire of the dwarves. My guess is this image has nothing to do with Lord of the Rings and assuming it was published probably appears in one of Paolini's books, maybe Eragon's Guide to Alagaesia?
