The painting makes the point even more clear as the red, white, and blue of Uncle Sam is told to take a hike from Dredd.

The old chap in the hat is in fact 'Uncle Ump' the creator of candy so good that he had to be exiled from the city for his own safety. Classic Dredd madness beautifully illustrated by McMahon, which is lovingly and skillfully recreated here.
