Batman: Shadow of the Bat story

I'm a huge fan of designs and model sheets and this one spoke to the kid in me. I always thought this character as Brian Bosworth (1991 Stone Cold film) with a bit of 90's Schwarzenegger. This guy screams 90's!

Joe Public first appeared in Batman: Shadow of the Bat Annual #1 and was created by Alan Grant and Norm Breyfogle and drawn by Trevor Von Eeden. The DC Wiki states, "Joe Public" was a Gotham City gym teacher inspired to fight organized crime after one of his students was killed by bad Ecstasy at a party. While attempting to raid the offices of local drug kingpin "Happy Jack", he inadvertently distracted Batman from the same case and allowed the criminal to escape."
