I believe this is the spanish artist Carlos Prunes. There are 2 dates on the back of the hardboard 27.02.69 & 31.03.69 considering the age the colours are very vibrant.
Book Cover image kindly provided by Joachim Sauer - looks like the interpretation is someting like ' 10 Scarlet Masks'
