Description

The last panel of page 8 retelling Batman's origin:

"'Thus was born this weird figure of the shadows...this dark avenger of evil--Batman!'"
"Someday I'll find the killer of my parents...some day."

The story is "The Man Who Radiated Fear!," with a cover date of March 1968. The issue's penciller, inker, and letterer were Chic Stone, Joe Giella, and Gaspar Saladino, respectively.
