During John McCrea's interview with Bill on Comic Art Live, John referenced "Noonan's sleazy bar".
And, how Garth Ennis had to write stories around how John put this bar in his art for the issue.

Great concept that McCrea probably did in the spirit of Munden's bar used by many indie books of the 80's. A mythical place where charcters can just drop their day job and have a beer. Classic issue too with Hitman's cult following amongst 90's DC fans.
