Description

This is the Magical Girl form of Cecil, the Elegance Witch. The form she had before she became a witch. In "Puella Magi Oriko Magica" Cecil was one of three witches whose Magical Girl forms were included in the extra section at the end of the first volume. We don't know what her real name is or her powers.
