Description“That Time of Year Again” (04/06/1964)By Eddie Germano (1924 - ) 11 x 15, ink and wash on board A native Bostonian, Germano became a full-time cartoonist in 1948, at age 24, after serving in WWII. Among other positions, he worked as the editorial and sports cartoonist for the Brockton Enterprise from 1963-1990. Federal income tax was introduced with the Revenue Act of 1861 to help fund the Civil War, and subsequently repealed, re-adopted, and held unconstitutional. The early taxes were based on assessments, not voluntary tax returns. Tax payment dates varied. In 1913, the 16th Amendment gave the United States Congress the legal authority to tax all incomes without regard to the apportionment (returning money proportionately, by state, based on the amount collected). The filing deadline was March 1 in 1914 (the first year of a federal income tax). The IRS created Form 1040 to file and pay personal income tax, which was 1 percent for income under $3,000 ($4,000 for married joint filers) and up to 6 percent for the wealthiest Americans. The date was changed to March 15 in 1918, and again to April 15 in 1955. The official reason for the pushback was to spread the workload of IRS employees, but some economists speculate that a later filing date means the government can wait even longer to pay refunds. The longer the IRS can hold onto the money it withholds via payroll taxes, the more interest it earns. The depiction of “Leave It to Beaver” America is priceless: disheveled dad, open tie and slippers, pipe nearby, and a weirdly executive desk to work at; mom in a dress covered by an apron, tending to the evening’s dinner dishes.
