Description“Herbert Hoover” (October 1964)By Eddie Germano (1924 - ) 11 x 15, ink and wash on board A native Bostonian, Germano became a full-time cartoonist in 1948, at age 24, after serving in WWII. Among other positions, he worked as the editorial and sports cartoonist for the Brockton Enterprise from 1963-1990. October 20, 1964: Herbert Hoover, the nation’s 31st president, died in New York City at age 90. Hoover was the only living former Republican president in the time between his last day in office in 1933 and Dwight D. Eisenhower's last day in office in 1961. In the annals of the American presidency, only three people have been elected to that office without having held a prior public office or attaining a high military rank: Hoover, William Howard Taft and Donald Trump. Hoover took office in 1929 during an economic boom and amid wide technological progress. (At his inaugural, Hoover said that “given the chance to go forward with the policies of the last eight years, we shall soon with the help of God, be in sight of the day when poverty will be banished from this nation.”) However, seven months after he was sworn in, the stock market tanked, ultimately ushering in the Great Depression and resulting in 1932 in the election of Franklin D. Roosevelt, the first Democratic president to serve in the White House since Woodrow Wilson left in 1921. Hoover and the GOP-led Congress sought to combat the economic downturn and soaring unemployment with tactics that failed to work. The Smoot-Hawley Tariff Act of 1930, raising duties on some 20,000 items, repressed global trade. The top personal income tax bracket rose from 25 percent to 63 percent.
