The 1952 election was over by December, Eisenhower hadn't taken office yet in 1953. So I'm not sure why Kelly would make that observation about Truman if he did serve two terms. He should get credit, good or bad for the 8 years post WWII.

I think it's a more general observation concerning every administration's tendency to claim credit for positive events and insist they weren't responsible for the negative ones.
