It sure looks like Popeye influenced cartooning. A dead ringer for Olive Oyl within that ring!

I thought the same when I saw her! But this shouldn't be surprising, since Winner was assisting Segar on TT right around this time. In my book of cartoonists, Winner lives up to his name.
