congrats on the Spectre pack pulled sketch card find. Al Bigley is a fairly established comic artist having worked on published books for Marvel, DC, Archie Comics and various other clients like Kenner Toys and Saban etc. A step above some of the amateur/more unknown artists who do original sketch cards for packs

Al Bigley's art can be found on Batman animated series action figure packaging from the 90's. So it would make sense for him to draw the Green Llama for DC cards.
