Description

1975 was a rough year for President Ford and Henry Kissinger when it came to foreign policy. The biggest blow was the fall of South Vietnam in April—Saigon collapsed, and the U.S. had to evacuate in a panic. It marked the end of the Vietnam War, and it looked like a total failure. Not long after, Cambodia also fell to the Khmer Rouge, and things got even messier with the Mayaguez Incident, where U.S. troops rescued a ship crew but lost a bunch of soldiers in the process. Meanwhile, Cold War tensions were creeping back up. Ford and Kissinger were trying to keep things calm with the Soviets (what they called “détente”), but a lot of Americans thought they were being too soft—especially after the Helsinki Accords, which promised human rights but also kind of accepted Soviet control in Eastern Europe. In the Middle East, Kissinger was busy running "shuttle diplomacy," flying between Israel and Egypt. He helped them sign the Sinai II agreement, which was a step forward, but the situation was still shaky. On top of all that, a civil war broke out in Angola, and it turned into another Cold War proxy fight. The U.S. tried to back one side, but Congress said no to funding it, which frustrated Kissinger and made the U.S. look indecisive. Overall, 1975 was packed with foreign policy problems, and even the wins felt like they came with strings attached.
