The Scarlett Speedster steals the show in this hand-painted production cel from Superman: The Animated Series (as seen at the 17:14 mark). The thrilling episode had Superman and the Flash racing on a charity event to settle once and for all who is the fastest man on Earth and is notable for being the first appearance of the Flash in the DC Animated Universe and his only appearance in Superman: The Animated Series.
