Description

Higgins did a lot of work for the magazine (ie non- comics portion) of Timely in the early 40's this is a prelim for a romance story for most likel yone of thier tabloid magazines or pulps
cover prelim about 10 by 13 or so- pencil on vellum
. Higgins is listed in MArtignette and Meisels the Great Pinup Artists book.
