That looks based on Gene Tierney in Laura.  There is a photo from a deleted scene where she hides the shotgun, and that looks like the basis of the bottom left panel.

Yes I hadn't noticed that.  I had to spend some time figuring out the actual release date in relation to the other covers he did for the All New Wolverine series.  It looks like it fell right between the series of regular covers he did.  I'm not sure why this would have been a variant instead of a regular cover, but I think this is the best cover he did for the character.
