Who do you use now, for shipping paintings ???

I was surprised today when UPS refused to accept a package for shipping because it contained a "one-of-a-kind" painting. No discussion of whether or not they would in fact insure it, the staff, including site manager, simply refused to accept the package. It was a UPS customer center. The site manager suggested I go to a UPS store because they are "greedy" and more willing to accept the risk.
I am trying to ship a painting. The pkg is too large for Postal Service. Fedex will not insure art, and now UPS refuses to accept art for shipping.
Who can I use for shipping? Can anyone help?
