Seems to be a Perkins trademark to let panels blend together without traditional panel breaks. Instead using inset panels that don't stretch all the way across to cause the breaks and denote timing of the action.
Well said, Marcus. His calling card is lots of chiaroscuro along with the non-traditional method of telling the visual story with a montage of separate images that blend into each other on the page, intersected by the inset panels you mention to break up and "divide" the montage scenes and create the effect that those scenes are "panels" but without the traditional outlines. He also often uses a lot of wash to create mood and textures, as he does here in the underwater panels. Love that stuff!

Those red eyes...Wow, this page is stunning. All the tricks, and details, come together in a beautiful whole. Truly beautiful art. And as Marcus aptly noted, using the panels to break up the the image is such a fantastic choice. It's a splash, but it isn't, and I dig that. Great score. Big, green congrats!
