It actually could be some of Moore's most important work to him as it was an outlet to make his ideas known about the current state of the world and geopolitics in satire. It would not fit in any other of the themes he had in ABC which were about the future, the spiritual, and historical.

I do believe the boiler has been stoked enough to build up a head of steam for the ship to leave port. Now that sufficient pressure has been generated the whistle has blown.
