I bought this as part of a set of originals for "Little No-No and Sniffy". It's drawn by creator George Fett, but I otherwise know nothing about this strip. It's drawn in a slightly different size than a normal "Little No-No" strip and doesn't feature any of the recurring elements from the strip.

I have no idea if this ever got published. If anybody knows more about this, let me know!
