While Tracy led the way in popular culture to change the average citizen's view of the Police - J. Edgar Hoover's policies to promote the new FBI quickly followed. This rare 1956 Sunday topper ran possibly only in the Chicago Tribune and celebrates the partnership between Dick Tracy and the FBI

Gould took extra fine care in the caricature for Hoover. I don't think he wanted to be on the hit list.
