Amazing page structure and story this page goes from Jeremiah Arkham describing the people in the Asylum, breaks out to Arkham City overview, then delves deeper into the wildness of the city. Hope for the city shows with Robin's birdarang swiping away the gangsters knife. This is from the book that contains the 1st appearance of Jeremiah Arkham (2nd Black Mask) and 1st appearance of Victor Zsasz.

It's a key issue for many reasons.  But for many, it was a new batbook that they jumped onto brought in by the wave of Bat movie mania!  It made Breyfogle the young hotshot artist in the batman line of comics during this period.
