11x14, ebay. Drawn between mid-1980s and early 2000s. About the artist, from auction description:
In 1984 KING FEATURES SYNDICATION Commissioned Ned Sonntag to be the Licensing Illustrator for most of Betty Boop Merchandise throughout the 1980's, 90's & 2000's. He has continued since then to provide Fantastic Images of the Charming Boop.

Far out! Betty is updated to the groovy fashions of the 60's. The flower patterns give off the vibe of the flower child influence!
