DescriptionBy March 1973, the United States was beginning to grapple with the growing presence of undocumented immigrants, largely as a result of earlier policy shifts. The 1964 termination of the Bracero Program had eliminated legal channels for many Mexican laborers, while the 1965 Immigration and Nationality Act imposed strict numerical limits on immigration from the Western Hemisphere for the first time. This combination of labor demand and reduced legal entry options led to a rise in unauthorized crossings, particularly for seasonal work. Although there was no official amnesty at that time, the federal government often tolerated undocumented labor due to economic reliance. Discussions about how to handle the issue were emerging, but it would take more than a decade—until the Immigration Reform and Control Act of 1986 for comprehensive amnesty legislation to be enacted.Social/Sharing |
