I wish I owned this photo, but I'm glad that I saved the scan. Here's the credit, from the back of the photo:

And Here's another group of "Repeal Ushers".

The boys who put the laughs in the daily and Sunday comic pages and supplements got together to imbibe some "Laughing Water" in celebration of the repeal of the eighteenth amendment. And they did their part manfully. Our camera man caught them just as they were ushering in the new order with a libation of good old vintage liquor.

Shown in the group, left to right, are: Otto Soglow, Rube Goldberg, Russ Westover, Ad Carter, Billy DeBeck, HH Knerr, Robert Ripley, Jack Lait, George McManus, Milt Gross, and Cliff Sterrett.
