Bill Saylor was the longtime editorial cartoonist at the Houston Post, was a Corporal in the Marines during WW2, and retired from the Houston Post in January 1979. He was their Editorial Cartoonist throughout World War 2. In addition to the editorial cartoons, he also drew a daily weather forecast featuring his character, Mr. Weatherby.

A rather self-explanatory cartoon, dating from the early days of WW2.
