Other than a clear signature, I do not have any info on Gordon Smith.

The slogan “See America First” was a well-known U.S. tourism campaign from the early 20th century, but here repurposed, with “First” is crossed out and replaced by “Win”, clearly reflecting wartime priorities. The message discourages leisure travel and promotes national effort—common in WWII home-front propaganda. The reference to “US Motorists” aligns with wartime fuel rationing and travel restrictions.

US nationwide gasoline rationing began on December 1, 1942. This was the first time all US motorists were directly affected.
