As the Legionnaires clean up the rubble of their headquarters, they discuss the central element of this issue: They'd like to invite Supergirl to join but don't have a flight ring to give her. The many uses (Supergirl can already fly on her own) and hideous expense of flight rings were running plot points of Waid's run writing LSH.

Note that comics of this era felt no pressure to use every bit of the page, leaving white where the overlapping middle tier panels could have been expanded to fill the space. Cosmic Boy fills one of those white boxes with an expositionary speech on the published page, so the space was not truly wasted.
