got the pulp thanks for the lead
It was published as Detective Fiction Weekly, June 8th, 1929. most likely Lejaren à Hiller
It looks like mixed media some watercolor and some other paint
This is painted over a staged photograph - a technique Hiller used in all of his Flynn's covers.
