When Frank asked me to post this I wrote back and remarked on how striking this image is. Frank responded. "The commissioner asked for a simple scene with lots of MOOD and Lighting...Which I love doing!"
As for a few other details, in Frank's words, "DOC & CLEA, MYSTIC TREATS!"
