This is a cool poster.  Is that a villian from the comics that Cap is fighting, or is it someone that Kirby made up for the poster?

Thanks David, agree, a beautiful poster, it's from the 1969 cover to Captain America 106.  Storyline from  marvelheroeslibrary.com:  Captain America sees a band of costumed gunmen leaving SHIELD headquarters with a stolen strongbox. Cap defeats them in a street melee but not before they pass the strongbox to their confederates in a helicopter. As the police take away the captured thugs, a SHIELD agent approaches Cap and seems oddly calm as he tells the hero that the stolen box contained their newest formulae for Life Model Decoys. The agent accompanies Steve back to his apartment where he reveals the real reason for the contact: he shows Steve a movie produced by a Hollywood company which portrays Captain America and Bucky as savage murderers.

Meanwhile inside Red China, scientists are using the stolen SHIELD technology to create a perfect android duplicate of Captain America, and they send it to Hollywood to complete its mission: killing Cap and seizing his costume. At the studios of Infinity Productions, head Cyril Lucas is producing a science-fiction epic with the payoffs from Red China. Though his brother Willie opposes the treasonous scheme, Cyril justifies it as providing the funds for Willie’s lifesaving operation. Captain America heads toward the studios for a meeting with the Lucases, unaware it is a trap. Arriving there, Cap finds the place dark and deserted; suddenly he is attacked by his LMD double. The android’s superior strength quickly puts Cap on the defensive while the Lucas brothers watch from a place of concealment. As it seems the LMD is about to kill Cap, the guilt-ridden Willie rushes out and grabs the android to stop him; the android hurls Willie across the room. Cap gains his second wind and fights back with all his might, shocked when the LMD begins to glow. The creature rushes out into the night and as Cap tries to follow he is stopped by the SHIELD agent, who explains that they let the Red agents steal the formula so that the Reds would test it and find the flaws (which they have). Inside the studio, Cyril stands over his brother’s corpse, regretting his acts of treason and grimly awaiting his employers who have only one price for failure.
