If you compare this color guide to the original DPS from Spider-Man 2099 #1 to which it is an homage, you'll see that this one has no lettering.

I asked Steve about it and he said "No word balloons was common - because of late schedules. Instead of lettering directly on the boards, to save time the lettering was done at the same time as inking on vellum overlays that were pasted down on the boards later. Likewise, to save time, the colorists would get the pages as soon as they were available - often before the balloons were pasted."
