Description

As noted on the artwork, this 1926 Stuart Hay cartoon was published in a magazine, though which magazine is unknown. It features a dogcatcher running after a dog, with the caption, "Everyone thought it was a pretty good ordinance so long as it wasn't enforced." Some things never change.

By the mid-20s, you really start to see Hay's mature style develop, which those broader brush lines and easy figure movement.
