Seeing this is from 2006, Moore is actually making commentary about America's war against terror, Iraq, etc. and how the rest of the world outside of the USA sees America represented here by First American.  This art style by Baikie is certainly different than his Star Wars stuff.

Baikie's Star Wars to America's Best Comics art style is best left to the experts. It is too tough a subject for my smooth brain.

I just feel bad that the First American lets the traditional religions' messengers have their say but has turned his back on the Nature Spirits, as represented by the Frog ambassador. I do not condone this type of prejudice.
