Fish Police #16 (wraparound cover) 1989 by Moncuse

"Fish Police" is a child of the b/w self-published independents explosion in the 1980s. Steve Moncuse did 7 issues under the Fishwrap imprint, and then moved to Comico. Issue 16 (this cover) was the penultimate Comico issue before Comico folded. Fish Police was picked up by Apple Press for another 9 issues (18-26). The series never quite caught fire. The art is stunningly sharp and clean, and well worth the price of admission. The story was criticized for being too meandering, with characters coming and going and no compelling narrative arc tying the thing together. Good art and "B" stories with no "A" story, although it was intimated that the chief character (Inspector Gill) had been human, which could have placed the narrative in the "Concrete" neighborhood if there was some human-condition commentary to be played out in the fish world. The cover is ink on a 12x15 board, covered with a painted acetate overlay.
