A) This is an animation rough from the series. It is a key pose, as indicated by the timing chart and the circled drawing number. B) It's very unlikely that Genndy did this drawing. Most of the actual animation on a series like this is done overseas, so this is likely the drawing of one of the animators at whatever studio animated this episode. It's not impossible that it's Genndy's, but just highly unlikely. C) There is a market for art like this, but the prices on art from TV episodes typically isn't as high as a Sleeping Beauty drawing, for example. You can buy art like this on ebay fairly easily. It usually goes from $50 up to $1000 at the high end. Doesn't mean it won't tickly someone's fancy and they won't pay more. Just takes the right person. It's a great drawing and one I'd keep if I were you. This was a really fun series. Hope that helps!

Everything Kent said! The Clone Wars episodes were much shorter, so fewer total cels out in circulation when compared to Droids or Ewoks from the 1980s. Also, some of the ships and space scenes were enhanced digitally I seem to recall from the DVD commentary, so they are likely less common than character pieces.
