Looks to be the classic WB store frame and mat job! It was the mark of class as these cels didn't come cheap.
It is great to see this again! When I first went off to college, I worked for rent money in a WB Store (1997-ish) and spent a lot of time looking at these beautiful framed cels on the walls. When I left the job, I spent my last paycheck on the 'Harley Quinn Model Sheet' ($400 at the time with employee discount, which was a fortune to me). This brings back wonderful memories.
