This is a Dragon Ball: Mystical Adventure Production Cel of Goku and Krillin from (Toei Animation, 1988). This is the part where Goku and Krillin take the weighted tortoise shell off their backs and notice they are stronger and can jump higher.

Great piece of animation history.  It was one of the few major breakthroughs into the US market back then and may even hold more modern revelance today.
