It's a fantastic cover by Suayan! The Riddler's madness manifests outwardly with him praying on his knees, looking up, hoping for god to stop him. Adding to the theme are the conspiracy theories that he has to print out and the church like arch over the window. It's a throwback to 70's crime cinema where the bad guys are motivated to act by societal ills they can't control or deal with in any other way.
Suayan does a fantastic job with clothing textures.
