This is from a really fun issue of JSA revolving around metahuman criminal Lucius Funk (villain name: Da' Bomb) and his obsession with Power Girl. His backstory is that after seeing Power Girl at a charity Baseball game and "sharing a look" together (remembering the date and exact time, April 8, 1999 at 11:13 AM) he decided that they were meant to be and has been obsessed with her ever since. When he was later sent to prison he lined his prison cell wall to wall with newspaper articles of Power Girl and wrote her many letters (with no reply). Eventually, in this issue, he breaks out of prison and immediately goes to Central Park where Power Girl is holding a press conference, another random villain called Force shows up to confront PG but then Da Bomb arrives and immediately knocks him out. When he introduces himself to PG and tries to lean in for a kiss PG immediately smacks him away, and a fight begins where on this page we see Lucius saying that they're the only ones who can give each other they're aching for (a fight where they both go all out of course).
