Katy Keene 58 (1961) 2nd page from lead story, Who's On The Phone?

A page close to the end of the run of Katy's Silver Age title (it was cancelled with issue 62 in 1961). Who's on the phone with a marriage proposal? I'm too lazy to dig out issue 58 to find out. Why did Sis cut off her pigtails after 15 years? I don't know. To get with the times? Did neighbor Bertha ever do anything besides cook and bake? Again, I don't know. I just like the art.
