Kazar 3, Solo Angel story

Solo X Men Angel story. Written by Jerry Siegel! I would love to know how this story came about. For instance, the Angels mask seems to be inconsistent from panel to panel throughout and the costume at times looks as though it was an afterthought drawn on what was originally a bare torso? Was this perhaps commissioned at the time The X men changed costumes? Or maybe, just maybe I have too much time on my hands to notice this stuff!!
