Paul Carmack was a staff cartoonist for the Christian Science Monitor.

Prior to WW2, factories in the United States were turning out automobiles, large and small appliances, and children’s toys. In January 1942 — a mere month after the attack on Pearl Harbor, Hawaii — FDR ordered the establishment of the War Production Board. The WPB was an agency of the United States government that supervised war production.

The Combined Production and Resources Board was a temporary government agency that allocated the combined economic resources of the United States and Britain. Roosevelt and Churchill set it up on June 9, 1942. Canada, after insisting on its economic importance, was given a place on the board in November 1942.

The reference to “United Nations” here has nothing at all to do with the UN organization, which was not established until after the war (1945), but does represent the spirit of cooperation against a flank of enemies.
