The lame joke is just an excuse for a cartoon of two saucy 50’s women, skirts blowing up in the wind. It has markings on the back, including Vincent Evangelista’s stamp with his address, a Humorama stamp showing “Paid” and “reprint” written therein, and apparently two dates, 6-7-56 and 10-62. Indicating that this cartoon was published twice, at least once by Humorama. I know nothing about the artist except what is on the page.
