Tony Harris is one of my favorite Cover Artists/Painters. This is a Pre-Lim cover for Aquaman 11. Looks to be Pencils, Ink/Marker, and also Watercolor? I love the fact that it's Aquaman in an aquarium. Not too far off from the finished cover.
