Beautiful piece of art by Pasibe. It's unfortunate that it perpetuates the myth that Lee had much to do – if anything – with the actual creation of the Marvel superheroes, especially Captain America, with whom he had NO creative involvement.
This is actually page 14 of 17 art pages, although it appears on page 26 of the printed comic due to ads, announcements and letters pages.
The information you list is partially accurate. This page was originally meant for Stuntman #3 which was published only in black & white with limited distribution. However, much of the S&K Studios inventory was acquired by Harvey Publications and printed as fillers or back-up stories in their books of the time. This one actually appeared in print in Green Hornet Fights Crime #39, cover dated May 1948. You can see the indication written in the upper left margin, "GH39P34". That information notwithstanding, this is still an excellent action page from the middle period at S&K Studios.
