I believe Randy Green is the name of the penciler. I have a piece of his in my collection and I saw this piece up for sale before and recognized the style. Hope this solves the mystery.

it's strange to see batman without gauntlets, but great to see him team up with Alan scott. Need more of this in the future. It's an interesting dynamic as Bruce and Hal arn't the best of friends, but I think Bruce accepts Alan much more than Hal. Great find
