Beautiful and really interesting style. Love the trees and character in this. I don't know much about manga in general or this artist or period in particular, but I'm guessing the numbers tell the sequence in which we're supposed to read the panels. The panel layout seems straightforward, so other than left-to-right vs. right-to-left, they don't seem necessary; but if they were added for Western audiences I'd expect Western text as well.
